What is the lore behind XUR?

Xûr, Agent of the Nine is a vendor who sells extremely rare goods in exchange for Strange Coins in Destiny, and in exchange for Legendary Shards in Destiny 2. He only appears on weekends from Friday to Sunday. In Destiny, Xûr appears randomly at one of six locations in the Tower or one location in the Vestian Outpost.
