You could reuse them, if you think they look good, but your chances of one breaking later have gone up now. I replace them every time, just heat the area around the studs, and melt a candle or crayon into the threads, let cool, they should come out easy, may need to heat again.

the manifold bolts broken do cause damage. first the O2 sees more air so the PCM dumps more fuel to make the engine run with a rich mixture this then damages the converter.. this is why these must be checked often and fixed quickly. the other reason is the manifold will get distorted then try to find a replacement.
